How about block representatives?

In a couple of recent situations, it would have been nice to have contact information of a few people who could communicate with their neighbors who are less-connected. For example, if something is going on in an area, it would be great to have an email address for someone who can inform others in their area about it.

Just an idea and people might be concerned about their contact email, but really might be a positive tool for neighborhood alerts.
